Custom Material size?

Can someone explain to me how using custom material in a climate would work in terms of size ratio?
I have a texture map and attribute map that is 1m/pixel. If a material is 200×200 pixel is it resized to fit into that pixel or what? I'm having a difficult time trying to get a custom material made because of this, as I don't know what size and detail would be best.
Also, bump mapping appears to cause a weird tiling effect on my maps with the desert climate, why is that?
