My question pertains to creating and installing maps using this editor "L3DT" for Joint Ops or any Novalogic games be capable? If so what's the file conversion to make that happen?

I don't know of any converter that can make maps for Novalogic games, but it's not something I've looked in to much. The last time I heard anything about this was this forum thread, where Q-Dad did a lot of work trying to understand the Novalogic format for DF2. As far as I can recall, the DF2 format required quite a complex texture tiling calculation which was not (and is not) available in L3DT.
