Disabling the blue underwater texture overlay

Hello,
I am wondering how I might go about disabling the underwater blue texture that L3dt places on everything below the sea level and replacing it with a sand texture. I poked around and did not see an actual blue texture anywhere so I assume its applied over top of any texture under the sea level by the engine at terrain paintmap render time.
