The 'Utilities→Unify mosaic scales' option re-packs the mosaic maps of the heightfield and water map so that every tile has the same vertical scaling. This was a fix for the mosaic walls bug.
This menu option is now redundant, as the unification operation is done automatically when the heightfield and water map are saved.
