L3DT Terrains for Morrowind?

Does anyone have any experience making terrains for Morrowind? This of course assumes this is possible. My son plays this game and is interested in creating his own game world. I briefly searched for information and did see some reference to L3DT and Morrowind but nothing definitive. Any information is appreciated. Thanks.

That's a new one on me.

I'm not aware of any way of importing a terrain into the CS of Morrowind. It's all usually designed from hand within the CS.

I know there is a program that can extract the heightmap of Morrowind, but that's about it.
